OVERHEARD

"California is known as one of the most innovative centers in the world, and we're only shooting ourselves in the foot if we don't hold politicians accountable to enacting innovative green building policy."

—Gerry McCaughey, Infineco, LLC, discussing green building at the Chamber's Environmental Sustainability Council on Friday.

Chamber-sponsored education bill on the governor's desk
Chamber-sponsored bill AB 1304 (Block) passed out of the Senate last week and is now going to Gov. Jerry Brown for his signature. This Linked Learning bill will improve the preparation and professional development of teachers that provide instruction in applied learning programs and improve existing teacher training programs. This bill will help provide students with an engaging academic environment to apply skills needed to be both college and career ready. Also, AB 790, a second Linked Learning Chamber-sponsored bill, is on its way to the Senate before reaching the governor for a decision. Take action today or contact Chelsey Rask, 213.580.7572.

Chamber focuses on building for the future
"Net-zero" commercial buildings may be the goal, but we aren’t there yet, said a panel of experts in the green building community at the Chamber's Environmental Sustainability Council Friday. Barriers to entry include cost and a struggle to accurately benchmark performance and achieve stakeholder buy-in. The council discussed government mandates and whether energy efficient standards should just be written into law. In order to increase the education of elected officials and the general public on the value of efficiency programs, "we need serious business people to make the argument," said Gerry McCaughey, Infineco, LLC. Gross Receipts Tax
The Business Tax Advisory Committee, which was convened by the City in 2009 at the urging of the Chamber, recently recommended the elimination of the gross receipts tax. Estimates show that elimination of the tax, which is the highest of all 88 cities in L.A. County and among the highest of any major city in the United States, would create approximately 130,000 jobs and make up for lost revenue by generating millions of dollars in additional revenue from other City taxes. At its next meeting on Sept. 7, the committee will make recommendations to the City on an implementation plan. Contact Beverly Kenworthy, 213.580.7531.
