LADWP electricity rate hike issue continues
The L.A. City Council vetoed Wednesday night an increase of 0.7 cents per kilowatt hour rate approved by the Los Angeles Department of Water & Power Board of Commissioners. The increase would have resulted in an immediate 5.7 percent electricity rate hike for residents and businesses. The decision means that no new rate increases can be enacted prior to July 1, 2010 since LADWP can only raise rates on the first day of a new fiscal quarter, per state law. Chamber small businesses discuss how to improve business during tough times
Small business owners heard encouragement on what the future holds at the Small Business Council and Small Business Owners Roundtable on Wednesday. "Change your mindset," said Douglas Kolker, Summit Selling Systems, Inc. "If we continue to buy into economic reports and keep thinking, 'Woe is me,' what will be the outcome?" L.A. Care Health Plan gives $500,000 grant to reopen hospital
L.A. Care Health Plan will give Los Angeles County a $500,000 grant to fund a planning process for the reopening of Martin Luther King, Jr. Hospital in Willowbrook. The money will be used primarily to establish a new independent, nonprofit corporation to manage and oversee the new hospital, expected to open in 2012. Read more.

Chamber Board Member nominated to State Board of Education
Gov. Arnold Schwarzenegger recently appointed Chamber Board Member Alan Arkatov, Changing.edu, to the State Board of Education. Arkatov has served as president of Changing.edu since 2008. Previously he was chief strategy officer for The Rogers Group from 2005 to 2008 and national education practice chair and Southern California chief executive officer for Burson-Marsteller from 2003 to 2005. Filming in L.A. jumps 25 percent

HR Tip of the Month

What, if any, are the exceptions to an employee's right to inspect their personnel records?

In California, an employee must be permitted to inspect the file after giving reasonable notice, during their own time, and generally no more than once per year. An employer may refuse to let the employee inspect the investigation of a possible criminal offense or letters of reference. They are entitled to a copy of anything they have signed. Copies of payroll records are an exception. Employees must be provided copies within 21 days.
